Province of Alberta TRAFFIC SAFETY ACT Vehicle Equipment Regulation (AR 122/2009) regarding transportation of goods, "a person shall not use a vehicle to transport goods unless the vehicle is constructed to carry the goods, and there is equipment on the vehicle or attached to the vehicle that is capable of securing the goods to ensure that the vehicle can be operated safely when loaded and without danger of the items shifting or falling.” On a school bus these include sports equipment and instrument cases, which can become dislodged and fall against a passenger if a bus stops suddenly.
