Earlier this week, Elk Island Public Schools (EIPS) administration posted the Board package for today’s meeting, which included a Report for Recommendation regarding the French Immersion program. The detailed report was based on an extensive public engagement process and, ultimately, put forward a recommendation that was true to the French Immersion vision and guiding principles. The recommendation also honoured the feedback provided throughout the consultation process, and addressed the Division’s concerns about school capacity and French Immersion retention rates at the secondary level, grades 7-12.

After posting the Board meeting package, on October 16, I received new information that could potentially change administration’s recommendation for EIPS’ secondary French Immersion program. I want to preface, when I took on the role of Superintendent, I made a commitment to ensure all decision-making be made in the best interest of students. With this in mind, it’s critical we pause any decision about secondary French Immersion to allow time to investigate and evaluate if there is another recommendation that would better serve students and the French Immersion program.

As such, at today’s Board meeting, I made the difficult decision to withdraw the French Immersion recommendation report. Instead, I requested the Board allow administration time to draft a new report for their consideration. Fortunately, the Board granted my request.

I understand the delay is likely frustrating for some families. That said, when a recommendation goes forward, it’s essential EIPS administration is fully confident that it addresses challenges, is sustainable long term and most effectively meets the needs of all affected EIPS students. While delayed, I do promise to make a timely decision. And remember, no change will occur until the 2026-27 school year, at the earliest. What this delay means is whatever the recommendation is, be it the same or changed, it will be the best possible solution for the secondary French Immersion program and all EIPS students.

So, now, I’ll take some time to thoroughly review the new information and develop a revised Report for Recommendation. Please be assured that the input collected from school families, teachers and administrators to date remains important in helping me determine the path forward. I also want to personally thank everyone who took the time to participate in each phase of the consultation process, and for the thoughtful, passionate perspectives provided.

EIPS will continue to keep the school community informed about the process as information becomes available. And, we’ll notify everyone when the revised report goes forward.
