Procurement shall be conducted with the objective of obtaining the best value for the Division taking into consideration such criteria as price, total cost of ownership, product or service quality, bid compliancy, supplier qualifications, experience and reputation. Procurement shall be conducted in an open, fair, non-discriminatory and transparent manner, and where legislation and/or Division Administrative Procedures dictate, follow a competitive procurement process.
