Before breaking for the holiday season, Elk Island Public Schools (EIPS) and James Mowat Elementary wanted to send school families an update about the Random Selection Process Pilot at the school, launching in 2023-24. As you know, the new process will help manage the enrolment pressures the school currently faces.
Over the last few weeks, the Division has prepared a step-by-step enrolment guide detailing how the random selection process will work. Use it to determine if your child is eligible to enrol at James Mowat and the best way to register. EIPS encourages everyone to read through the step-by-step enrolment guide to ensure you have enough time and are as informed as possible before the new and returning student registration processes open in February.
James Mowat Elementary: step-by-step enrolment guide
Elementary attendance boundary map: Fort Saskatchewan – effective 2023-24
KEY HIGHLIGHTS
- Registration for the 2023-24 school year remains unchanged and takes place in February 2023.
- Current students attending James Mowat Elementary are grandfathered into the school and can continue attending until they complete Grade 6. Current families must complete the returning student registration process – open February 1-28.
- New students, including those entering kindergarten, with a sibling currently attending James Mowat Elementary and returning next year, are guaranteed a spot at the school—through the sibling clause. However, the new student must register by March 15—the random selection process deadline. New student registration, including kindergarten registration, opens February 1.
- All other new students living within the James Mowat Elementary attendance area are eligible to apply to register at the school—selection is based on the random selection process, if required. Submit the new student registration by March 15. Those not selected are redirected to their alternate-designated school, Fort Saskatchewan Elementary.
- After March 15, the school will direct any new student registrations, including siblings, to the alternate-designated school—unless space remains available in a particular grade at James Mowat Elementary.

March 15, 2023: The random selection process closes
• This is the deadline for siblings of current James Mowat students to submit their new student registration to be guaranteed a spot at James Mowat in 2023-24.
• This is the deadline for brand new James Mowat families—living in the James Mowat attendance area—to submit their new student registration to be considered in the random selection process.
As of March 16, 2023: All new student registrations, including siblings, are directed to the alternate-designated school, Fort Saskatchewan Elementary—unless space remains available in a particular grade at James Mowat Elementary
In the new year, the Division will send more information about the registration process to all families. The information will also include the Student Transportation fee schedule and a frequently asked questions document. As always, EIPS will keep school families updated as the process progresses. Until then, EIPS wishes everyone a happy holiday season and looks forward to seeing students, staff and families back at school when classes resume on January 4.
